California launched its Home Electrification and Appliance Rebates (HEAR) program as part of the Biden-Harris Administration’s broader effort to support clean energy initiatives nationwide.
This initiative is part of the $8.8 billion Federal Home Energy Rebates program, which is funded by the Inflation Reduction Act (IRA).
The HEAR initiative aims to make energy-efficient modifications more affordable for American households by minimising costs.

California residents can receive rebates for energy-saving renovations like heat pump installation, electrical panel upgrades, and enhanced insulation.
These measures are predicted to create an estimated 50,000 jobs in the home building and manufacturing sectors and save households’ energy expenses by up to $1 billion yearly across the United States.
David M. Turk, the US Deputy Secretary of Energy, said, “California has long been at the vanguard of combating climate change and advancing energy efficiency.”
He added, “DOE is thrilled to provide nearly $300 million to California through the HEAR program. This investment will build upon California’s strong foundation, helping thousands of additional residents enjoy lower energy bills and cleaner air while strengthening our collective fight against climate change.”
The program’s primary goal is to assist low-income households where at least half of the funds will go to those making 80% or less of the region’s median income.
This will ensure that underprivileged communities heavily affected by pollution gain significant benefits.
The HEAR program also aligns with the objectives of the President’s Justice40 Initiative, which aims to deliver 40% of the advantages of federal climate investments to marginalised communities.
