Liquid Wind and TSE have agreed on a Memorandum of Understanding that will help one of Finland’s most significant green hydrogen projects progress. This facility will support Finland in realizing its clean energy transition and the domestic competitiveness this brings. This facility will use existing infrastructure, marking an important milestone for Finland’s future in green hydrogen.
eFuel Facility to be Located Adjacent to Naantali Power Plant
TSE’s local Naantali 4 power plant will host the planned eFuel facility next door. The plant will provide biogenic CO2 and steam to produce eMethanol, replacing fossil fuels in shipping and aviation, reducing CO2. The plant will also make use of process and waste heat in district heating, diminishing the need of the Turku region for incineration.
The eFuel plant, in operations in 2029, is set to make 100,000 tons per year of eMethanol from green hydrogen and biogenic CO2. FID is expected by 2026. This will be important in Finland’s journey towards greenness since it means that the plants produce renewable fuels that can support the decarbonization of industrial processes.
Project Developer Liquid Wind Takes Lead
Liquid Wind will act as the project developer and has already started the process of environmental impact assessment and permitting. The two parties will also look into opportunities that will ensure a constant supply of renewable electricity required for the production of eMethanol.
Claes Fredriksson, CEO and Founder of Liquid Wind, said, “We are very happy to announce the development of our eFuel collaboration project with TSE. By entering this MoU, we are combining our companies’ strengths to promote and accelerate the clean energy transition both locally and globally.”
He added, “Locally, in the city of Naantali, we will focus on Carbon Capture and Utilization (CCU) and the reuse of CO2 and waste heat. Globally, we aim to support the transition by allowing our off-takers to shift from fossil fuels to low-carbon eFuel produced at this facility.”

Strong Support for Sustainable Development from Local Authorities
Mika Lehtonen, Chairman of the TSE Board, emphasized the importance of the collaboration, particularly for its alignment with circular economy principles. The project strengthens Naantali as a sustainable energy hub, while the power plant continues to provide electricity and district heat.
The collaboration between Liquid Wind and TSE has the potential to change the face of energy in Finland in the long run. More importantly, it supports the nation’s ongoing efforts to transition to a greener, more sustainable energy economy.
