Paebbl, a leading carbon utilization company, has secured a €2.7 million ($2.8 million) grant from the Dutch Ministry of Climate and Green Growth. The grant, awarded through the Demonstration Energy and Climate Innovation (DEI+) program, will help accelerate the construction of Paebbl’s first demonstration plant in Rotterdam.
Accelerating CO2 Storage in Construction Materials
Currently under construction at Paebbl’s R&D site in Rotterdam, the demo unit will become the world’s fastest completed continuous production plant for CO2-storing supplementary cementitious materials (SCM). This project is a significant step toward scaling up sustainable solutions for the construction industry.
The company aims to reduce carbon emissions by incorporating CO2 into construction materials such as cement. The Rotterdam demo plant will be a key milestone in demonstrating Paebbl’s innovative technology on a commercial scale.

Major Investment to Scale Operations
In addition to the DEI+ grant, Paebbl also raised €22.8 million ($24 million) from several prominent investors, including Pale Blue Dot, Holcim, Capnamic, 2050.do, and Amazon’s Climate Pledge Fund. This funding will support Paebbl’s efforts to scale up its operations and accelerate the delivery of the demo plant.
With this financial backing, Paebbl plans to complete the Rotterdam demo unit quickly. The project is being developed in collaboration with partners such as SPIE, Schneider Electric, and Vicoma, who are helping Paebbl reach critical construction milestones.
Fast-Tracking the Demo Plant
Paebbl has made significant progress, with more than half of the steel structure already installed. The company recently reached a key milestone when it completed the highest point of construction. The demo unit is on track to be finished ahead of schedule, reflecting Paebbl’s commitment to innovation and speed.
Since its inception, the company has rapidly advanced from bench-scale tests to a fully operational pilot plant in just 18 months. The pilot plant now has a daily production capacity of 250 kg of carbon-incorporating products.

A New Standard for Project Development
Paebbl has dramatically reduced the typical timeline for building such a demo facility. Co-founder and co-CEO Marta Sjögren explained that the company’s close collaboration with partners across the supply chain, combined with the expertise of its team, has enabled them to move from concept to production in less than half the usual time.
She also noted that the project’s success demonstrates that the right partnerships, focus, and climate urgency can help deliver faster results and scalable impact.
Paebbl is proving that rapid development of carbon utilization technologies is achievable with the right support and partnerships. As the company works toward completing its Rotterdam demo plant, it continues to showcase the potential for scaling CO2 storage in construction materials, contributing to a more sustainable future.
