EirGrid Launches €1 Billion Procurement Drive to Fuel Offshore Grid Development

EirGrid, Ireland's national electricity transmission system operator, has launched a record-breaking €1 billion plus procurement programme to enable the build-out of offshore electricity infrastructure. The launch took place at the 2025 WindEurope conference in Copenhagen and represents a milestone in Ireland's journey to a low-carbon future.
Plan-Led Offshore Rollout Moves into Action
With Ireland's decision in 2021 to pursue a plan-led approach towards offshore renewables and grid development, EirGrid has led the charge in realizing the Government's vision. The new procurement plan will help the connection of wind farms off the east coast of the country to the national grid initially, followed by expansion to the south coast.
The procurement program will span a full scope of Operation and Maintenance (O&M) services necessary to ensure the effective integration of offshore renewable energy into Ireland's grid.
EirGrid has recognized eight major categories of services that will be contracted out to suppliers: inspection and maintenance assistance, marine shipping, warehousing and handling, subsea inspection, repair, and maintenance, asset health, security and operational monitoring, training and support services, health, safety and environmental support, and helicopter intervention support, including personnel winching and light cargo transportation.
These services are fundamental to ensuring the reliability, safety, and efficiency of Ireland’s offshore grid infrastructure, supporting the seamless integration of renewable energy into the national power system.
Industry Engagement Encouraged
Michael Mahon, EirGrid’s Chief Infrastructure Officer, said, “It is estimated that the procurements being launched today will be valued in excess of €1 billion, which truly demonstrates the intent to begin delivering offshore renewables at scale – a critical step towards a cleaner energy future for Ireland."
He added, “I would encourage the entire supply chain in these areas to engage with EirGrid and help us to harness the significant offshore wind resource that exists in Irish waters.”

New Tender for South Coast Grid Equipment Also Announced
In addition to the O&M contracts, EirGrid also announced the start of a separate procurement process under its Powering Up Offshore –South Coast Enduring Connection Policy (ECP). This initiative will focus on securing high-voltage equipment critical to supporting offshore grid infrastructure along Ireland’s south coast.
