Five upcoming potential offshore wind projects to look out for

A Global Wind Energy Council report says developing countries who need to balance economic growth with energy security and are targeting to deliver their climate goals can use an enormously powerful tool: wind power.

The report highlights that in just five years, Argentina, Columbia, Egypt, Indonesia, and Morocco—five developing countries—could add 3.5 GW of capacity, an extra $12.5 billion to their economies, and 130,000 jobs during the infrastructure’s development, construction, and installation phase. Due to local conditions, these countries are favourable for onshore wind farms and offshore infrastructures.

- Columbia: According to the Ministry of Mines and Energy of Columbia, the Columbian Caribbean coastline can generate 109 GW of power, but due to environmental, social and tech constraints, the real potential would be around 50 GW.
Nearly 50% of its territory consists of sea, and the strong winds in the Colombian Caribbean waters give the region the potential to reliably generate up to 70% of its projected wind energy capacity.
Reuters reported earlier this month that Ecopetrol, Columbia’s majority state-owned energy company, is looking for a potential direct participation in the Andean country’s first-ever offshore wind auction.
- Morocco: With its extensive coastline along the open Atlantic Ocean, Morocco is ideally situated to become a leader in offshore wind energy within the Arab region.
The country boasts abundant resources, with wind speeds reaching up to 10 m/s along the Strait of Gibraltar and the Moroccan Atlantic coast. Morocco’s potential is significant because an average wind speed of 4 m/s is already deemed favourable for offshore wind.
Additionally, Climate Action Tracker informs Morocco that it has set ambitious renewable energy targets of 50% of power generation from renewables by 2030 and 80% by 2050.
Morocco World News reports, “Plans are in place to add 4.2 GW in wind capacity by 2030. Should the country successfully generate its potential capacity, it will produce enough energy from offshore wind to power its needs 17 times over.
- Indonesia: With over 60% of its territory covered by water, Indonesia is the world’s largest archipelagic country and has the longest coastline in Southeast Asia.
A World Bank Report estimates the nation’s technical potential at 227 GW. Researchers have identified several areas of interest with winds strong enough to power turbines, such as Aceh, Southern Java, and Southern Papua.
Energy Tracker Asia reports that “offshore wind will contribute over 60% of the country’s installed wind energy capacity in several net-zero scenarios. However, offshore wind remains largely untapped, indicating the need for technological innovation and international partnerships to exploit these resources effectively.”
- Philippines: A local news outlet reported earlier this year that “At least ten offshore wind projects with 6.72 GW capacity are expected to generate power by 2028, according to Energy Undersecretary Rowena Cristina Guevara.”
It was also notified that the DOE had awarded 82 offshore wind energy service contracts with a total capacity of 63.36 GW as of November 2023.
According to the World Bank, the Philippines has a technical offshore wind potential of 178 GW, 160 GW of which comes from floating wind farms. Deep waters surround the island nation, and 90% of the suitable areas for offshore wind are located at depths greater than 50 meters.
- Egypt: A World Bank Report estimates Egypt has 166 GW of technical potential for offshore wind generation.
A consultancy report highlights, “By 2030, Egypt is predicted to become Africa’s top wind producer. Renewable energy resources supply 20% of its energy mix, and the country has ambitions to increase it.
Developers are interested in the Gulf of Suez and Egypt’s Mediterranean coast. The Gulf of Suez alone is estimated to have 1.5 GW of offshore wind capacity, and efforts are ongoing to harness it.
Vietnam is another exciting country to consider when addressing wind energy, especially offshore wind power generation. Vietnam recorded increased wind energy production last year, driving the region’s growth.
The generous offshore Feed-in Tariff (FiT) has contributed significantly to production growth. It highlights tax exemptions to encourage investments, which are vital drivers too. A report by TGS says Taiwan currently has over 100 offshore wind farm projects, of which five presently operate, three where construction has progressed enough to connect the turbines and generate electricity, three are in the build phase, and nine are either consented or have applied for consent.
