DOE Announces $66 Million in Energy Efficiency Grants for 17 States and Territories
The US Department of Energy (DOE) announced that 17 states and territories will receive awards totalling $66 million from the Energy Efficiency Revolving Loan Fund (RLF) Capitalization Grant Program.
Backed by the Bipartisan Infrastructure Law, the program allocates funds to states and territories to create or expand revolving loan funds.
These funds will offer loans and grants for energy efficiency audits, upgrades, and retrofits to enhance building performance and comfort.
The Revolving Loan Fund (RLF) program is designed to provide capital for energy efficiency projects in public buildings and motivate financial institutions to help American families and small businesses cut their energy expenses.

This initiative supports communities in benefiting from the clean energy transition, improving building comfort, and advancing President Biden’s climate objectives of reducing emissions by 50-52% by 2030 and achieving a net-zero economy by 2050.
US Secretary of Energy Jennifer M. Granholm said, “Increased opportunities for low-cost financing will help states and territories expand access to the money-saving clean energy tools that will benefit the residential, commercial and public sectors.”
She added, “We are excited to see states and territories take advantage of targeted and impactful financing options to transform their communities.”

This marks the third round of Revolving Loan Fund Capitalization Grant Program funding.
Overall, the RLF Program will distribute $242 million to recipients for establishing energy efficiency revolving loan funds.
Of this amount, 40% is allocated to all states, territories, and the District of Columbia, while 60% is designated for priority states as outlined in the Bipartisan Infrastructure Law.
