The Asian Development Bank (ADB) has launched its Environment Action Plan 2024–2030, a comprehensive strategy to tackle the region’s escalating environmental challenges, including the ongoing triple planetary crisis of biodiversity loss, pollution, and climate change. With the new plan, ADB seeks to scale up nature-positive investments, integrate environmental considerations into its operations, and use nature conservation as a driver for economic growth and improved livelihoods in Asia and the Pacific.
ADB’s plan highlights ecosystems’ crucial role in sustainable development, as nearly half of the region’s economy depends on nature. The bank is helping its member countries adopt solutions that protect biodiversity and promote economic resilience.

A Focus on Nature and Sustainable Development
The action plan focuses on biodiversity management, pollution control, circular economy, and nature-based climate solutions to drive sustainability. These interconnected pillars aim to address the region’s environmental and economic challenges. The plan aligns with global frameworks like the SDGs, Paris Agreement, and Kunming-Montreal Framework, reinforcing ADB’s climate commitment.
Yoko Watanabe, ADB’s Director of Environment, said, “The Environment Action Plan reflects ADB’s commitment to helping guide its developing member countries toward a sustainable, resilient future.”
She added, “With nearly half of the region’s economy dependent on nature, protecting ecosystems is not only an environmental imperative but also a pathway to sustainable development and improved livelihoods of local communities and vulnerable populations in the region.”

Asia and the Pacific’s economies rely on nature, with 53% of GDP linked to ecosystem services like agriculture and fisheries. The ADB notes that nature-positive business models could unlock $4 trillion annually and create 232 million jobs by 2030.
The Environment Action Plan operates at various levels. The bank will enhance environmental diagnostics and integrate priorities into national strategies and country programs at the upstream level. In the midstream, ADB will support policy formulation and create an enabling environment for projects aligned with environmental goals. At the downstream level, the bank will implement projects, conduct environmental assessments, and engage sectors to ensure successful outcomes.
The Vital Role of Ecosystems in Climate Solutions
The health of ecosystems, including forests, wetlands, and oceans, is fundamental to both climate mitigation and adaptation efforts. Natural systems buffer climate impacts like floods and heatwaves, playing a key role in carbon sequestration and combating global warming. ADB believes the region can significantly address climate change and environmental degradation challenges by protecting and restoring ecosystems.
The Environment Action Plan reinforces ADB’s role as a regional climate bank, with a $100 billion climate finance commitment by 2030 to support mitigation, adaptation, emissions reduction, resilience building, and natural resource protection in developing countries.
