The Asian Development Bank (ADB) has approved a $30 million Small Expenditure Financing Facility (SEFF) for the Ceylon Electricity Board (CEB), designed to strengthen the sustainability of Sri Lanka’s energy sector initiatives. Supported by the Sri Lankan government, the facility will enhance operational efficiency and promote the growth of renewable energy in the country.
Sri Lanka’s first SEFF aims to improve the sustainability of ADB-funded energy projects and boost renewable energy in power generation. The facility will encourage private sector involvement in renewable energy development, especially as Sri Lanka faces economic challenges.
Takafumi Kadono, ADB’s Country Director for Sri Lanka, said, “This is Sri Lanka’s first SEFF, designed to support the operational sustainability of ADB-financed energy projects, promote initiatives to increase the share of renewable energy, and encourage private sector participation in the renewable energy sector, particularly in the context of the country’s economic challenges.”

Supporting Sri Lanka’s 2030 Renewable Energy Target
The SEFF is a key part of Sri Lanka’s plan to generate 70% of its electricity from renewable sources by 2030. This goal will require investments in renewable infrastructure, grid upgrades, energy storage, and policy reforms to attract private investment.
The facility supports initiatives like ADB’s Power Sector Reforms, Financial Sustainability Program, and the recently approved Power System Strengthening project.

Strengthening CEB’s Capacity
The SEFF will enhance CEB’s capacity to integrate and manage renewable energy systems, improving operational efficiency and sustainability. Additionally, the facility will support digital solutions to modernize Sri Lanka’s energy infrastructure, ensuring a sustainable and resilient energy future.
The $30 million financing facility allocates $15 million to enhance the operational sustainability of the Moragolla Hydropower Plant. The remaining $15 million will support activities to facilitate renewable energy generation and grid integration, advancing the country’s energy goals.
