The Bureau of Ocean Energy Management (BOEM) completed a comprehensive environmental assessment of offshore wind energy projects across six designated lease areas spanning more than 488,000 acres off the New York and New Jersey coast.
These areas, known as the New York Bight, could generate up to 7 gigawatts (GW) of wind energy to power two million homes.
This review aligns with the Biden-Harris administration’s objective to install 30 GW of offshore wind capacity by 2030, a key element of its clean energy strategy.
Elizabeth Klein, the director of BOEM said, “BOEM has collected input from Tribes, Federal and state government agencies, local communities, ocean users, and key stakeholders as part of our comprehensive environmental review.”
She added, “We appreciate the feedback we have received, and we believe our regional approach will provide a solid baseline for future environmental reviews for any proposed offshore wind projects in the New York Bight.”

In February 2022, BOEM conducted auctions for six lease areas, resulting in a record $4.3 billion for US offshore energy development rights.
The BOEM Programmatic Environmental Impact Statement (PEIS) assesses the environmental effects of offshore wind activities in the New York Bight lease areas, outlining measures for avoidance, minimisation, mitigation, and monitoring (AMMM).
Since 2022, BOEM has conducted extensive outreach, including public meetings and environmental justice forums, to gather input on its Draft PEIS.
The Final PEIS, influenced by the Inflation Reduction Act, incorporates 58 AMMM measures to reduce environmental impacts.

The administration remains committed to expanding offshore wind energy per the planned lease sales schedule through 2028.
Under the Biden-Harris administration, the Department of the Interior has sanctioned over 15 GW of clean energy from offshore wind projects, sufficient to power 5.25 million homes.
This includes five successful offshore wind lease auctions, with sales in the Pacific and Gulf of Mexico.
The “Notice of Availability of a Final Programmatic Environmental Impact Statement for Expected Wind Energy Development in the New York Bight” will be published in the Federal Register on October 25, 2024.
