Abu Dhabi Future Energy Company PJSC (Masdar), a prominent clean energy firm from the UAE, signed an agreement with Uzbekistan’s Ministry of Energy to build a 1-gigawatt (GW) wind farm in the Mingbulak area.
The project will create over 1,000 construction jobs, provide 60 permanent jobs, and supply clean energy to 300,000 homes. This partnership marks the first step in a strategy to establish three major wind farms, boosting Masdar’s renewable energy contributions.
This new agreement follows Masdar’s 2023 Implementation Agreement to develop an additional 2GW of wind energy in Uzbekistan. Plans for renewable energy expansion include Mingbulak, Akpetki in Karakalpakstan, and Buzaubay in Navoiy, enhancing national capabilities significantly.
Dr. Sultan Al Jaber, UAE Minister of Industry and Advanced Technology, Chairman of Masdar, and COP28 President, said, “The long-standing relationship between the UAE and Uzbekistan underscores the scale and ambition needed to accelerate climate action and drive clean energy capacity growth.”
He added, “Developing a 1GW wind farm is another example of our commitment to deliver maximum energy with fewer emissions. Agreements like these further propel us towards our shared goals of tripling renewable energy capacity by 2030, as outlined in the historic UAE Consensus, and driving low-carbon socioeconomic progress.”
This wind project enhances energy security, creates jobs, supports economic growth, and aligns Uzbekistan with the UAE’s renewable energy goals.

Masdar’s Growing Portfolio in Uzbekistan
The wind farm will complement Masdar’s six existing utility-scale solar projects in Uzbekistan.
Through these initiatives, Masdar is actively contributing to Uzbekistan’s goal of deriving 40 per cent of its electricity from renewable sources by 2030. Masdar’s projects, including the 500MW Zarafshan Wind Farm and 100MW Nur Navoi solar plant, ensure clean energy for Uzbekistan.

Since its founding in 2006, Masdar has been a central player in the UAE’s sustainability agenda. The company aims to expand renewable energy projects to 100GW by 2030, focusing on green hydrogen production across 40 nations.
