Ørsted, an energy company, announced the commencement of Greater Changhua 2b and 4 offshore wind farms in Taiwan. The milestone represents an important development for the company to create clean energy capacity in Taiwan. Both wind farms combined can produce a capacity of 920 MW of electricity, providing clean energy that matches Taiwan’s growing demand for renewable energy.
A Strategic Corporate Power Purchase Agreement
In July 2018, Orsted was awarded the 920 MW Greater Changhua 2b and 4 offshore wind farms and later secured a 20-year fixed-price corporate power purchase agreement (CPPA) in July 2020. The deal allows a corporate customer to buy all the energy from the wind farms, a sign of increasing demand for green energy.
Per Mejnert Kristensen, President of Ørsted’s Asia-Pacific (APAC) region said,”As the first offshore wind farms in Taiwan backed by a CPPA, they not only demonstrate the confidence our customer and the market have in Ørsted’s industry-leading technical expertise and extensive experience but also set a significant benchmark for long-term partnerships between businesses and the industry for renewable energy as well as the vital role of offshore wind in building a low-carbon economy.”

Construction Milestones and Timeline
Ørsted has made good progress on the project since it took its final investment decision in March 2023.The company has begun manufacturing key components, finished constructing onshore substations, and mobilized vessels to prepare for offshore construction. Offshore installation is anticipated late in 2025, and completion of full grid connection in 2026.
Upon completion and full commissioning, the Greater Changhua 2b and 4 wind farms will provide power to two million homes. This will set Ørsted’s total installed offshore wind capacity in Taiwan at nearly 2 GW.
