The Asian Development Bank (ADB) and Ipak Yuli completed a loan agreement worth 625 billion Uzbek sums, roughly $50 million, to broaden financial opportunities for micro, small, and medium-sized enterprises (MSMEs) in Uzbekistan.
This agreement particularly focuses on promoting financial inclusion outside the capital city.
Under this agreement, a significant portion of the loan will aim to improve financial access for MSMEs, with 60% of the funds designated for businesses located beyond Tashkent.
MSMEs, especially women-led ones, struggle to secure bank loans due to lack of financial literacy.
These targeted allocations demonstrate a commitment to tackling the financing hurdles faced by nearly half a million MSMEs in Uzbekistan.
The businesses account for over 50% of the nation’s GDP and are key to job creation.

Suzanne Gaboury, the ADB Director General for Private Sector Operations said, “ADB believes that supporting MSMEs is not just an investment in economic growth, but also in the social and financial welfare of communities. Small businesses are vital engines of innovation, job creation, and economic resilience.”
She added, “This initiative strengthens the fabric of economies, ensuring that small businesses have the resources they need to drive green development and improve livelihoods.”

Founded in 1990, Ipak Yuli Bank ranks Uzbekistan’s fourth-largest private bank, strongly emphasising urban MSMEs.
The bank, with 17 branches and 49 service centers, is a key financial partner for businesses nationwide.
ADB has also previously engaged as an equity partner with Ipak Yuli Bank, further bolstering their collaborative efforts.
ADB and Ipak Yuli Bank are launching this initiative to tackle financial challenges.
The initiative aims to promote green investments, particularly in sectors and regions historically overlooked by conventional financing sources.
This agreement emphasises a mutual dedication to fostering a more resilient, inclusive, and environmentally sustainable economy in Uzbekistan.
