The European Bank for Reconstruction and Development (EBRD) has approved a €20 million loan to help Montenegro boost energy efficiency in 24 educational buildings. This EBRD EU Energy educational initiative, under the EBRD EU Energy Montenegrin collaboration, is a significant step forward.
The Ministry of Education, Science and Innovation will manage the funds. This Ministry is responsible for maintaining, renovating, and investing in public educational buildings. This project aligns with the EBRD EU Energy educational goals of enhancing public infrastructure.
EU Grant and Technical Assistance for Energy Efficiency Project
Montenegro will receive a €4 million grant from the EU’s Regional Energy Efficiency Programme for the Western Balkans (REEP). It will also get a €215,000 technical assistance grant to help with project preparation and implementation. These funds will be provided through REEP and the EBRD Shareholder Special Fund, further supporting EBRD EU Energy educational objectives.
Energy Efficiency Measures for Schools and Dormitories
The project will use the funding to implement energy efficiency measures in 23 school and kindergarten buildings and one student dormitory, reinforcing the EBRD EU Energy educational initiative.
This project will include installing heating, ventilation, and air conditioning (HVAC) systems, plus upgrading the buildings’ energy performance. The project may also include renewable energy technology, such as solar photovoltaic systems, fulfilling EBRD EU Energy educational objectives.
Expected Impact on Energy Savings and Sustainability
The project aims to significantly improve the energy performance and environmental sustainability of these educational buildings. It will also enhance the structural integrity of the buildings, in line with EBRD EU Energy educational priorities.
The initiative aims to reduce greenhouse gas (GHG) emissions and cut energy consumption. It is expected to achieve over 50% in primary energy savings compared to current levels.
Several key figures signed the project, including Novica Vuković, Montenegro’s Minister of Finance, Anđela Jakšić – Stojanović, Minister of Education, Science and Innovation, Remon Zakaria, EBRD’s Head of Montenegro, and Johann Sattler, EU Ambassador to Montenegro.
Sue Barrett, Director of Infrastructure for Europe, Middle East and Africa at EBRD, said, “We are delighted to sign this highly impactful project which is the continuation of the EBRD’s efforts to promote energy efficiency in public buildings in Montenegro, following the signing earlier this year of a similar project for public hospital buildings. This initiative underlines EBRD EU Energy educational collaboration.”
She added, “This investment will bring sustainable improvements to Montenegro’s school buildings, generating long-term benefits for the environment and creating better quality learning spaces for the community.”
