Azerbaijan, the host of this year’s COP29, has announced a package of 14 initiatives as part of the summit’s action agenda. These initiatives aim to enhance ambition and enable agenda.
- Climate Finance Action Fund (CFAF)- Supported by voluntary contributions from fossil fuel producing countries and companies, aims to drive public and private sector efforts in mitigation, adaptation, and research and development.
- Baku Initiative for Climate Finance, Investment and Trade Dialogue- Establish a collaborative platform for the international community to focus on climate finance, investment, and trade.
- Just Transition Investment Partnership (JTIP) 4 Jobs and Skills- Create a collaborative platform to connect skills development financing needs with available MDB financing instruments and explore synergies with other financing sources.
- Green Energy Pledge- It strives for commitment to green energy corridors, zones, and grids.
- Green Energy Storage Pledge- It aims to increase the resilience and efficiency of energy storage to reach 1,500 GW by 2030.
- Clean Hydrogen Initiative- Create pledge and implementation tracks for public and private sectors to unlock the global low-emissions hydrogen market.
- COP Truce Appeal- It aims to address the climate-conflict nexus while mobilizing all political attention and diplomatic efforts for climate action.
- Digital Action Path 4 Green World- Accelerating the green transition through digitalization and the reduction of GHG emissions in the ICT sector and a Ministerial Declaration.
- Investing in Human Capital, Health and Jobs for Climate Resilient Future- Ensuring investments and emphasis on integrating environmental literacy for international students.
- HARMONIYA 4 Climate Resilience- This aims to empower farmers, villages and rural communities, while serving as an aggregator.
- Baku Dialogue on Water and Climate- This aims to enhance action on climate change and water nexus.
- Multisectoral Actions Partnership (MAP) for Sustainable, Climate Resilient and Healthy Cities- Enhance national actions in cities and encourage partnerships to scale up urban climate finance and global coherence on climate and urban resilience.
- Global Partnership for Enhanced Climate Action in Tourism- It aims to mitigate the trend of growing global emissions from tourism.
- Partnership 4 Reducing Organic Waste- This partnership involves reducing methane emissions from the waste sector while also addressing global challenges such as food waste, sustainable urbanization, and soil management and enrichment.

Babayev also announced that the Azerbaijan COP29 Presidency will soon communicate formally to the UNFCCC parties and Constituencies with additional details about the COP29 action agenda and its initiatives.
